은하계 전쟁 때마다 혁혁한 공을 세운 베테랑 군인 토드(커트 러셀)는, 군인에게 부여된 8계명을 철저히 준수하여 최고의 군인이 된다. 그러나 그의 영광도 과학의 발달로 인한 새로운 종류의 차세대 군인의 등장으로 점차 내리막을 걷게 된다.이들 새로운 군인들은 전투력, 체력, 살상력이 기존 군인들에 비해 압도적으로 뛰어나다. 이들 가운데 가장 뛰어난 군인은 케인 607인데, 정부는 케인607과 기존 군인 3명 사이에 결투를 붙인다.
