무능한 왕권과 부패한 대신들로 인해 나라가 불안한 시기. '비도문'은 왕권에 맞서 반란을 음모하며, 대신들의 심기를 건드린다. 수년이 흐르고 팽 티안 성의 관리인 레오(유덕화)와 진(금성무)에게 열흘 안에 조직의 우두머리를 잡아오라는 명을 받는다. 레오는 새로 나타난 무희인 메이(장쯔이)를 의심하고, 진과 함께 그녀의 뒤를 쫓기로 한다. 진은 메이의 신임을 얻어 그녀가 있는 비도문의 은신처로 함께 떠난다. 레오와 진의 작전이 성공을 거둬갈 때쯤 진은 메이에게 점점 빠져들게 되는데...
